各位台灣物理學會會員展信愉快

學會於2018年底通過各研究領域學部組織準則。希望透過各學部的成立，讓各研究領域與各國物理學會在國際合作及事務的往來更有效率地進行，並提升國際能見度。同時也讓各研究領域對內有更多交流促進合作，提升研究環境，達成提升學術水準，教育下一代人才，及對社會發展之影響力。過去幾個月在「物理生物與生物物理」研究領域的多位同仁努力之下，本會學術處已於三月十七日通過「物理生物與生物物理」學部組織辦法。目前學術處已邀請會長高英哲（台大物理）、學術處郭家銘 (中大物理)、羅健榮(中央物理)、謝佳龍(中研院原分所)、林榮信(中研院應科中心)、林耿慧(中研院物理所)及朱士維(台大物理)負責籌備「物理生物與生物物理」學部的成立。

March 3rd, 2022The Physical Society of Taiwan (TPS) strongly condemns the continuing attack against Ukraine by the Russian Federation.While we believe that scientific research transcends national borders, the recent military action of the Russian government against Ukraine, a fellow democratic and sovereign country, has caused immeasurable human suffering and seriously undermines the fundamental principles for the advance of human civilization through scientific endeavors.Taiwan, despite obvious geopolitical differences, shares many of the ideals, experiences and struggles Ukraine has. We at TPS, would like to express our deepest solidarity with all Ukrainian citizens whose basic livelihood and freedom are gravely threatened by the current presence of a foreign military force.TPS would therefore like to call on the entire Taiwanese scientific community to protest unequivocally and take the appropriate punitive measures against the Russian federation for its ongoing violences within Ukraine.As part of the international physics community, TPS will do the utmost within its capability to support our colleagues in Ukraine whose research may have been severely impacted by the current tragic circumstance, in order to ensure the continuity of their careers.We are keenly aware that a large number of Russian scientists have signed an open letter against the invasion of Ukraine. We sincerely sympathize with them and would also like to stand in solidarity for any Russian scientists’ courageous action against an authoritarian regime.

The Taiwanese scientific community has long-established research collaborations with Russian scientists. However given the military action taken by the Russian government against Ukraine, TPS would like to call on relevant Taiwanese governmental agencies to carry out the following measures immediately:(1) Suspend all joint research programs co-sponsored by Taiwan and the Russian governments.(2) Expedite the visa application processes for Ukrainian scientists, scholars, or students to visit Taiwan.In this dark hour as Ukraine is experiencing, TPS strongly believes these measures will support our Ukrainian friends in need and lead to a brighter future.

2022年3月3日儘管我們深信科學研究超越國界，但最近俄羅斯對民主主權國家烏克蘭的侵略，已經造成無數人道危機，並嚴重踐踏我們以科學作為幫助人類邁向文明的基本價值。儘管台灣在地理位置和國情政治上與烏克蘭有所差別，但是我們擁有許多共通的價值， 經驗和困境。我們的自由與基本生活亦同樣面臨類似的武力威脅, 因此台灣物理學會在此聲明，我們將與遭受此脅迫的烏克蘭人民站在一起。台灣物理學會同時在此呼籲全體台灣科學家社群，共同採取行動抵制並強烈抗議俄羅斯政府對烏克蘭掀起的戰爭暴行。身為國際物理學界的一員，台灣物理學會將盡己力幫助目前身陷危機的烏克蘭同僚們，並設法支持他們的學業以及研究工作能夠延續。我們知悉已有許多俄羅斯科學家公開反對俄羅斯對於烏克蘭的入侵行為，我們感同身受並且對他們面對獨裁政府時的勇敢行動表示欽佩與支持。台灣與俄羅斯的科學家們有著深厚長久的研究合作關係；但在俄羅斯對烏克蘭進行武力侵略的當下，我們呼籲政府相關單位立即採取下列措施：1、暫停與俄羅斯政府的所有合作研究計畫。2、簡化簽證申請程序，以利被戰火波及的烏克蘭籍科學家、學者、與學生們停留訪問台灣。正值烏克蘭遭受襲擊的黑暗時刻，台灣物理學會相信上述措施會幫助我們的烏克蘭朋友們度過此危機, 迎向明日的曙光。 台灣物理學會  

科技產業和基礎科學的發展互為表裏，相輔相乘。有堅實的基礎科學為基底，科技產業才得以高度發展；而科技產業的發展，同時能推動基礎科學，開拓知識的疆界，推升人類文明的高度。以半導體產業為例，晶圓蝕刻能達到超越想像的奈米極限，奠基於微影技術的進展，而微影技術的突破根植於基礎光學知識與應用。而半導體的進步，使得高能物理實驗採用半導體探測器，提升了高能粒子動量測量的準確度，在許多重要的新物理發現過程中，例如上帝的粒子－希格斯玻色子，扮演關鍵的角色。台灣物理學會為彰顯科技產業和基礎科學相互支援的關係，促進兩方的交流與互動，特創立『台灣物理學會產業貢獻獎』，以表彰對前沿物理研究或物理教育做出傑出貢獻的企業公司或產業人士。本會於2022年1月24-26日假台灣師範大學舉辦2022台灣物理年會，於大會中頒發產業貢獻獎予柏承科技股份有限公司、承德油脂股份有限公司以及漢翔航空工業股份有限公司。柏承科技股份有限公司長期協助台灣高能物理實驗團隊研發及製作符合高能粒子對撞實驗環境所需之各式規格電路板，其產品品質深受高能物理大型國際合作實驗肯定，對提升我國高能實驗團隊的國際能見度有重要的貢獻。承德油脂長期與台灣各大學進行產學合作，近年與清大團隊共同研發創造全球第一台同軸旋轉式微波烘豆機，大幅減少烘豆時間六成，耗能只需傳統方式的1/3；承德油脂並長期贊助基礎物理科學教育，成立物理實作課程研發平台，對提升教研能量與人才培育成效斐然。漢翔航空長期支持太空粒子物理研究，特別在於太空反物質磁譜儀(AMS-02)實驗散熱系統以及STAR重離子對撞實驗中前置軌跡探測器支架的研發與製作上有卓著貢獻。台灣物理學會致力於物理科學之進步發展及其普及，除了積極培育人才，並媒合基礎科學與科技產業的合作。在講求關鍵技術突破的年代，基礎研究的發展將決定高科技產業在全球的競爭力，而產業創新技術也能協力基礎研究探索前沿知識，建構科學新典範。因此，促進台灣基礎研究與科技產業更積極的互動與合作，才能讓台灣的科技產業和基礎科學研究穩健立足於全世界。

Press release – 3 December 2021 We need more basic sciences to achieve Agenda 2030 and its 17 Sustainable Development Goals. This is the message sent to the world by the United Nations General Assembly on 2 December 2021: Member States approved by consensus the resolution 76/A/L.12 promulgating the year 2022 as the International Year of Basic Sciences for Sustainable Development (IYBSSD2022).With this resolution, the United Nations General Assembly ‘invites all [its] Member States, organizations of the United Nations system and other global, regional and subregional organizations, as well as other relevant stakeholders, including academia, civil society, inter alia, international and national nongovernmental organizations, individuals and the private sector, to observe and raise awareness of the importance of basic sciences for sustainable development, in accordance with national priorities’.The United Nations General Assembly motivated its decision with ‘the high value for humankind of basic sciences’, and with the fact that ‘enhanced global awareness of, and increased education in, the basic sciences is vital to attain sustainable development and to improve the quality of life for people all over the world’. It also stressed that ‘basic sciences and emerging technologies respond to the needs of humankind by providing access to information and increasing the health and well-being of individuals, communities, and societies’. The successes and difficulties of the global fight against the COVID-19 pandemic have been for two years a stark reminder of this importance of basic sciences, such as (but not limited to) biology, chemistry, physics, mathematics and anthropology.The vote is the result of the mobilization of the international scientific community, led since 2017 by the International Union of Pure and Applied Physics (IUPAP), CERN (The European Laboratory for Particle Physics), and 26 other international scientific unions and research organizations from different parts of the world, under the auspices of UNESCO. Over 90 national and international science academies, learned societies, scientific networks, research and education centers are also supporting this initiative. They will organize events and activities all over the planet during this special year, to showcase and improve the links between basic sciences and the 17 SDGs.The resolution was proposed to the United Nations General Assembly by Honduras, and co-sponsored by 36 other countries. Its vote confirms resolution 40/C 76 adopted unanimously by UNESCO General Conference, 25 November 2019.The International Year of Basic Sciences for Sustainable Development (IYBSSD2022) will be officially inaugurated with an opening conference 30 June - 1 July 2022 at UNESCO headquarters in Paris.
